Esta pesquisa se propõe avaliar o desempenho da Coleta Seletiva porta a porta em Diadema em conjunto com os catadores dos grupos. O Programa Vida Limpa teve início em 2001, mas a coleta seletiva foi organizada a partir de 2002, a coleta porta a porta organizada dentro do programa começou em 2004, e desde então nenhuma avaliação especifica foi feita. Então, com o aparente sucesso da Coleta Seletiva em Diadema surge a necessidade e oportunidade de realizar uma avaliação participativa dos resultados desta coleta seletiva Porta a Porta.

Uma avaliação é importante para auxiliar na análise dos problemas e méritos de um programa municipal que ainda está em implantação. Por ter sido feita em conjunto com os catadores e catadoras é ainda mais valiosa pois torna-se uma forma de fortalecer estes agentes ao proporcionar um aprendizado sobre seu trabalho.

O Programa Vida Limpa com a atuação da coleta seletiva porta a porta, instalado em alguns bairros de Diadema, apresenta grande potencial para a diminuição do desperdício e para ações de educação ambiental. Para a sua ampliação e seu aperfeiçoamento se faz necessário avaliar a efetividade, eficácia e a qualidade do Programa. A avaliação poderá identificar possíveis problemas e soluções, com vistas a melhorar o serviço, tanto para os trabalhadores como para a população. Esta pesquisa faz parte de um processo de construção de referências para as políticas públicas de resíduos com a inclusão dos catadores/as como agentes formais da limpeza urbana. De maneira mais geral esta pode ser uma primeira avaliação desta nova estratégia de organização de um serviço público essencial, com a participação de catadores no lugar de empresas contratadas; e portanto é fundamental termos essas informações para possíveis futuras expansões desta proposta de política de manejo de resíduos sólidos da cidade.

A metodologia utilizada nesta pesquisa contou com a participação dos catadores e catadoras com a finalidade de ao mesmo tempo proporcionar aprendizado e conhecimento aos principais envolvidos na coleta. Integrantes dos grupos do Programa Vida Limpa participaram como pesquisadores neste estudo e envolvidos desde a formatação e implementação do projeto até a análise, interpretação e disseminação dos resultados.
